Examination of redevelopment project documentation

In accordance with paragraph 17 of the Regulation on conditions and procedure of rearrangement and (or) redevelopment, approved by the decree of Council of Ministers of the Republic of Belarus dated 16.05.2013 № 384, the republican unitary enterprise «Glavgosstroyekspertiza» and the subsidiary republican unitary enterprises «Gosstroyekspertiza» in the regions and the city of Minsk, subordinate to The State Committee for Standardization, in accordance with the territorial location of the object are the executors of project examination in respect of rearrangement and redevelopment projects of residential and non-residential premises in multi-apartment residential buildings; in blocked and single-apartment residential buildings with a height of more than 7 meters (hereinafter – the project examination).

It should be borne in mind that the project examination is not an administrative procedure, does not have the status of a state examination, and is not regulated by legislation in the field of architectural, urban planning and construction activities. The relationship between the examination enterprise and the client (project organization) is regulated by the Civil code of the Republic of Belarus.

The procedure of the project examination, as well as the procedure of its cost determination set by the Instruction on the procedure of carrying out examination of project documentation for rearrangement and (or) redevelopment of residential premises, non-residential premises in residential building and determining the cost of the examination, approved by the resolution of the State Committee for Standardization from 21.12.2018 № 73. According to the Instruction, changes in the load-bearing structures of residential buildings are subject to the project examination.
